Yes, the director's fault, in a way. With gaga, I'm sure they're just settling for "eh Good enough, I guess." It's more the creators and casting directors for giving her a job she's not qualified for.

I think her role is over for now but at some point they will interview her about Agnes or some of the murders idk.
