I mean, it's apples and oranges though.
In those examples, they're still using the actor's likeness and build with props/CGI over it.
A closer example would be if they cast John Goodman as the Joker, made a Heath Ledger prosthetic face mask for Goodman to wear, and then put white makeup over that, so he closely resembles Heath Ledger's Joker, instead of just casting Heath Ledger look-a-like.
I guess his point is, why cast Colin Ferrel to make him a bald, fat, and ugly regular person, when there are already bald, fat, and ugly actors who fit that mould anyway.

We know this isn't the same guy we know who was stuck in a Phone Booth, was Tom Cruise's CIA agent, and even a part of the S.W.A.T. team, but I think he will do the Penguin justice.
