He didn't have the votes to repeal(or repel, as you say) it, he did get rid of the individual mandate, which was good, but he didn't do a full repeal. If you're still having trouble with this I recommend researching the 3 branches of government and the separation of powers.

The rest of your rambling up there is nothing but a complete misunderstanding of how our government works. But I'm glad I was able to inform you of the fine/penalty that was originally put in place under the ACA for not having their garbage coverage. Somehow you were completely clueless on that.
