He did, you asked why he didn't reverse it, I simply told you why, what he said isn't relevant here. He didn't have the votes to repeal(or repel, as you say) it, he did get rid of the individual mandate, which was good, but he didn't do a full repeal. If you're still having trouble with this I recommend researching the 3 branches of government and the separation of powers.
