The video is in the OP where I started to watch it until I got it.
This is just a suggested idea and unless there is anything more current it is just a scientific guess or suggestion as to what they can do.
They also just say that lasers MAY BE able to create just T storms and rain.
BIG ASS difference between that and hurricanes which are a million times more powerful.

Going by that I am guessing that if a whole bunch of fatties jumped up and down on the ground they may not be able to really make a difference for two reasons.- Just those in the vicinity may have felt some tremor and no one away from it did.
- The earth is really dense.
As you know the only way an earthquake can make any difference to be felt by a lot far away from it is when the fault line shifts.
So I really doubt there can be any earth shakes on the scale of earthquakes made with unnatural means.
