No, he was carrying a loaded weapon and magazine clip. He was threat to their safety.
He should have to bear some accountability for what happened to him. He was sticking his humongous nose where it didn't belong, and sometimes when someone does that they get FAFO'd.

the constitution does not support law enforcement shooting citizens for the act of carrying.
as a matter of fact, 2A seems to suggest that it is unconstitutional for LE to shoot a citizen because she (or he, in your case) is carrying.
