Rare can be done either in the pan or as in this case over the grill. Rare requires higher heat and shorted cooktime. You want it screaming hot. Think between 5-600 degrees. I had flames coming up from the grill than singed the hair off my knuckles in the space of half a second. You want a good sear on the outside and that is about it. You want the inside dark pink. Rare is better for cuts will very little fat. Cuts with more fat need longer cook times to render the fat.

(burnt fingers). 
Probably matter of personal taste, but I always prefer coal grill, if possible.
In the kitchen in the pan it's certainly easier and faster done.
And I don't stand in the rain for grilling.
And even so they recently meant to find out it's unhealthy:
It's giving the meat a special taste if you spill a little beer over the coal.
