There were some creepy moments in the episode.

It was creepy in a good way. Barnes really owned this episode. He's been good all season, but Chiklis really brought it brilliantly in this one. He didn't quite have the heir of self-righteousness that he had in Season 2. I'm glad he took down his vitriol a notch. I loved his interactions with Jim. They seemed way more genuine than the ones he had in Season 2.

"The Thing", AKA Ben Grimm, lives. Yeah, I know this is a DC universe show, but the episode gave me a Marvel Flashback.

personally, Barnes did nothing wrong. He didn't kill innocent people, he killed criminals that thought and think they're above the law. Sometimes the law fails.

No, in both cases he killed people who were surrendering and he could have arrested. In both cases there was also evidence to put them away. There was plenty of evidence to put cleaner away for life of give him the death penalty. There came for Simon because they had DNA evidence on him. So both were unnecessary and the law had not failed.
Now, if Simon still got out again, that would be another situation. But at the time it was unjustified murder.

They still did the deed despite they were surrendering. Simon knew he would walk, so why risk it a second time? A criminal is a criminal. No innocents were killed as I stated. And even that douche that got his face cut up, he too was a criminal.

The ends do not justify the means, no matter how guilty the perp may be - that is one of the Gold Standards by which the criminal justice system operates and is implemented; and an edict that no one, Police Precinct Captain or other, is above.
I believe that by the the end of the series, this will prove to be one of the major laudable attributes recognized in Jim Gordon when he is eventually given the position of Gotham City Police Commissioner; and one of the major reasons that the adult Bruce Wayne puts his trust in Gordon, when he (as his secret unknown alter ego "Batman") becomes a uniquely deputized law enforcement agent under the auspices of Gordon.
God did not create man in his own image; man created god in his own image.

It wasn't disturbing in any way; it is on the same level as every other episode.
