Marvel has lighthearted movies and grimm shows.
DC has grimm movies and lighthearted shows, it keeps everyone happy.
The exception to the lighthearted rule is, obviously, Arrow didn't start out as a lighthearted show and Fox's Gotham is not a lighthearted show either. -

Arrow turned into a soap opera and the less is said about Gotham the better.
I would love to see how it got approved- Let's make a tv series set in Gotham!
- Yay!
- All the great villains!
- Double yay!
- Dark tone!
- triple yay!
- No Batman
- quadri wait what?
Edit
What I am trying to say is that Batman is prime material for tv show, even rather low budget, no powers, does not need any supernatural threats, give us street level Batman in the tone of year one!
