There is a DVD out, if you look for iyt you'll find it.
As for season 2
http://www.sobolov.com/spidey2.html
Check that link, according to what it says, we can make out that the tiger guy would've heped spidey out. So maybe that's how spidey got saved and saves the people after the cliffhanger episode Sadly, We'll never know though.
As for if there were more episodes made?
Well, there were 6 scripts of the second season made but they were never animated.
And also they had an order of 26 episodes of Spidey unlimited. What i'd like to know is why didn't we get those freaking 26 episodes?

The only DVDs available are pirated versions, recorded directly from the series' TV run. It would be much better if there was an official boxset (2-3 DVDs?) that collected the first season, possibly including a featurette that gave details about the unreleased second season (script overviews, concept art, etc).
Who currently owns the license, and what would need to be done in order to get a DVD release approved? -

Not true. Screw-On Head, based on the Mignola one-shot, had a pilot (actually released online) which has now made it's way onto DVD. Ten bucks for 22 minutes isn't that cheap, but it's got some great commentary and a behind-the-scenes feature.
We got this because of the fans. They kept pushing for it, and eventually got the release. Keep trying with Global Frequency; maybe we'll get lucky. -

The DVD's for this show infuriate me. I only picked up the first one when it was on sell since it only contains "5 episodes", but even that was a lie. Turns out it only contains 3 episodes! The run time on the DVD box is a lie too.
