It's not unusual for a not-so-hot teen to grow up and be more beautiful than her former teen peers. I learned this after my first class reunion, and it's even more apparent 30 years later.
I didn't recognize this chick either and came here to see who she was. She definitely looks better than the other girl who was cuter on Charles in Charge. -

She was hot back in the first episode of CinC. You losers just couldn't see it. They kept her natural. Now everything she does, she's wearing layers of make-up and TRYING to be what Hollywood (and the LOSERS in the viewing audience) want her to be, just so she can have a moderate career. Josie, I loved those freckles!! C'est la Vie.

Agree with godcharles
I'll go even so far as to say that by the last season of CIC Miss Davis was
luminous
. More of a standout, imo, than the conventionally pretty Nicole E.
Of course such things are wildly subjective; but I can't begin to comprehend how anyone would have deemed Josie Davis "ugly" at any point she was a child/teen-ager.
