And it's hard to believe that's something published on an official government website.

It's not being done for shits and giggles. Why not try actually reading the links and looking at the justifications for each project? There's legitimate gaps in medical knowledge and mice are the most common test subjects in early stage research.
By the way the NIH funds tens of billions of dollars in grants every year and you're talking about a few million for an understudied group of people that make up about 1% of the population. I'm sure that's not the entire amount of trans research but if they were getting a proportional amount of grant money that would be something like $400 million a year. I doubt they're getting that much.
