There are 6 songs that stand out to me on DSoTM:
Money
Breathe (In the Air)
Time
Us and Them
Any Colour You Like
Brain Damage
And 14 on The Wall:
Comfortably Numb
Young Lust
Another Brick in The Wall pt.1
Another Brick in The Wall pt.2
The Happiest Days of Our Lives
Another Brick in The Wall pt.3
Hey You
In The Flesh?
In The Flesh
One of My Turns
Nobody Home
Goodbye Blue Sky
Mother
Run Like Hell
I'd say that there is less "filler" on DSoTM, but the overall body of work and number of good/great songs belongs to The Wall, and the concept of The Wall is a bit more complex and compelling. I also think 1973 was a better year for music than 1979, so The Wall really stood out as a great album from that year. So I'll go with The Wall. -

but the power and effect on the listener is the 2nd most important thing and for that its the dark side of the moon.
last time i listened, really listened to the wall i was under impressed just not as impressed or moved as i was when i was listening to it as a kid. but the last time i really listened to the dark side of the moon i was as impressed and as moved by it as i was 20 years before listening to it.
the 1st most important thing is the technical side of the music. and for that its hands down the dark side of the moon.
