It is the worst of the trilogy (despite my username), but it's still an all-time classic. It's probably the most purely enjoyable film of the 3. The other two are better movies and overall more rewarding experiences but you have to be in the right mood and they require some patience. This one you can throw in anytime.

The Good,The Bad,and The Ugly is the worst in the trilogy IMO.Way too over the top,and operatic for it's own good.
The very qualities that make it a Masterpiece.

No, its a Masterpiece, it's probably the "Tuco" factor rearing its head. 9 times out of 10 the folks who don't care for GBU don't like Eli Wallach's character. Your loss.
