Well, what's the running time for them on DVD?

They changed it from 52 to 51 in 1966 when all network shows went to color (there were a few that were already). The running time reduction was to help with the additional expense of color. In the mid and late '70s inflation caused the running times to be shortened. Every once in a while after that they kept reducing further.
The Next Generation should've been longer than 44 minutes (at least the early seasons). Back in the '90s one of the stations aired older TNG episodes uncut, but cheated by speeding up the footage. They wouldn't have had to do that if they were only 44 minutes. At that time syndicated shows ran at 45 minutes (although some local channels aired shows at the original syndicated running time of 47-48 minutes). -

Well, the TNG episodes were 44 minutes plus. Like 44.35. So rounded up is like 45 minutes. L&O Criminal Intent, by the 2000's were about 42 minutes long.

I never heard nothing about them being the syndicated versions, or incomplete in any way. TNG was a syndicated show to begin with.
