Or just an annoying and mocking of Cornish language?

I was never sure if they are speaking Gaelic or what. Its not listed as an insult, slang or swear word in either language.
Parp. Parp. Parp. Parp. Woop goggle erp. Parp.
The only reference I find is a description of a horn (trumpet) sound and a few other noises of similar ilk.

More Googling it's British slang for a fart. Both a noun and the sound of a fart.
