They play a pair of con-men brothers, and the climax ends in the Lebanese desert with the pretty girl they're both fighting over driving off in a jeep with the loot. The scene you describe when they're laughing together over both being swindled can be seen at the start of the trailer below:

                                Hello,
                                I remember this movie, probably from the 80s or earlier (I guess it could be 90s as well).
                                It's about American POWs in Vietnam (or at least, I think it was Vietnam) and they get tortured in different ways. They are forced to crap on buckets, and they are constantly beaten, and hung upside down.
                                What I remember the most is, sometimes the captors would parade the POWs through the streets and people would throw rocks at them.
                                Help is appreciated.

                                        Sounds like Casualties of War from 1987 I believe. Starring Sean Penn. Incredible movie. If that's not it, watch that anyway!
