The sudden appearance, fetish "mask", and the fact thst they are ghosts and that its sexual activity od any sort, is meant to be "shocking". A common horror trope is using sex in a creepy way. American Horror Story did this a lot in the first two seasons.

Ahhhhh! But American Horror Story isn’t scary and is produced by an openly gay man and has lots of parts for gay actors. It took a cue from Kubrick’s The Shining and warped it.
This scene in The Shining is not scary and the shock value was deliberately designed to pander to those in the audience at the time, (which would have largely been ignorant and homophobic), who would have been repulsed.
If it was a man eating out some chicks pussy, would it have been seen as shocking/ debauched/scary?
