if someone puts a gun in a cop's face and pulls the trigger, but the gun is actually aimed at his cheek and technically it won't kill him (only a flesh wound), does that mean he shouldn't respond with lethal force?

why didn't she leave when he was on the other side of her car and her path was clear? she had many opportunities but only chose to slam the gas when he circled all the way back around to the front
but back to the point. is the cop justified to respond with force if the bullet only causes a flesh wound?
