I too thought they were dead at first, then I thought that maybe they had just made love and where enjoying the "aftermath" of it all. There heads appeared to be moving as if they were making out!

That's weird, I honestly thought I saw them actually moving. I thought the reason it was in extreme long-shot was because they were actually "doing it".
I just re-watched the end, and they are definitely moving.

Watching it really closely I can see them moving around. I'm almost certain they're having sexI didn't see any real redemption, they're completely insane still but they love each other and within that context can be happy. It's the only movie by Park that I've seen in which I smiled at the end and felt generally good and hopeful, it isn't cheesy because they're still insane at an asylum but they've found each other and that's enough for them

There would be no point having the whole film where they fall in love and the guy finds his purpose in keeping her alive if in the ending they died.
That would have been rubbish
