No that's not how it works. The terrigen mist only makes those who have the Inhuman gene undergo terrigenesis. If someone without it is exposed to it nothing happens. Now when the mist is mixed with diviner metal it is deadly to anyone who is not Inhuman. The man in the cocoon was undergoing terrigenesis.

No, from what we've seen previously, if a inhuman is exposed to terrigen, they are wrapped in a cocoon and their powers awakened.
If a human is exposed to terrigen, they are turned into stone, which is what looked like happened here. If say the brother was exposed, and died. That's what makes a terrigen bomb so dangerous to the planet. It would kill off the human population it contaminated, while transforming the Inhumans.
Plus, when exposed, the transformation for inhumans is pretty quick. They have yet to show one that takes days or weeks. It usually happens very quickly. -

Daisy and Raina transformed but Triplett turned to stone
Triplett only turned to stone because a piece of the diviner embedded in his abdomen when it was shattered.
The Terrigen ended up in the ocean and entered the food supply via fish and fish oil pills. People with the Inhuman gene transformed when they consumed the contaminated products, but it had no effect on normal humans. -

They still have crystals. We saw that at the end of season three. Daisy took a lot to Hyde. With him dead, we don't know what happened to those crystals.
And the contamination happened in season two. You'd think by now the government would have had some containment in place. Not saying some containment might exist. But still.
We know that the crystals still exist. -

Yes. Rather funny how at Afterlife Daisy was told they tried to separate the terrigen from the diviner metal but couldn't, and it turns out all they had to do was put the crystals in salt water. -

Exactly. The humans turned to statues. Triplet died, then shattered because Daisy 'quaked' coming out of her cocoon. Her vibrations broke him apart.
Inhumans look more like puffy cocoons than statues when they transform. -

They turned into statues because of the deviner material.
There has to be a chrystal laced with deviner material in play for the man to have turned into stone.
He also could be an Inhuman whose transformation in the cocoon takes a lot of time. -

It could be a long transformation but, one -we have never seen a transformation that took weeks or more (looking at the mail), and two -he looked like a statue.
When inhumans transform, they look more like puffy cocoons than statues.
And at the end of season three, Daisy brought a lot of crystals to Hyde. With him dead, we don't know what happened to the crystals.
We'll just have to see. -

And you are correct that if it didn't have the diviner metal, humans wouldn't be harmed. But, I don't think that's the case here.
One, he looks like a statue more than a cocoon.
Two, transformation is very quick. It wouldn't take days or weeks.
Three, while the food and vitamin some was contaminated, there is every good chance that by now, the government has got that under control.
Four, there are still terrigen crystals out there. They are not all gone. We saw that at the end of season three when Daisy delivered some to Hyde. -

That was Senator Rota Nadeer she was indeed at her Brother's place and he is dead by the diviner metal or undergoing a slower than usual metamorphosis. Judging by all the mail laying around it's been a while since it happened and possibly nobody besides she and the mysterious big bad know about his fate.
Further, I suspect that the mystery man is the one that the "ghosts" are seeking out. -

It wasn't random. It was clearly there to explain the senator's hate for Inhumans.
There are two possible explanations at this point:- He's not Inhuman, so he's a statue. He may have been exposed to something other than the fish oil (maybe one of the diviner/terrigen hybrid crystals), so the Senator has been hating on the Inhumans since before season 3.
- He's Inhuman, but something went wrong during terrigenesis and he's frozen in the metamorphic state.
Either way, the Senator blames Inhumans for what happened to her brother.
I miss Giles.

rewatching that scene, the mystery terrigen statue looks humanoid but detail is lacking,it's semi lumpen as well. I seem to recall Tripps was more close in resemblance to him than that. If bro yet emerges as an inhuman it may lead the senator to have a change of heart toward the inhumans. Particularly if it means she is one also. Unless he is adopted. The picture next to it looks more African American and Nadeer is an east indian sounding name. It seems narcissistic to have a picture of one's self in a frame unless sis put it there. as a sort of memorial.
see for yourselves
