The only time they've smelled different is when you can smell their cooking on them. Like the usual blend of tumeric, cumin, cayenne, etc.

I think the cooking is a factor, but I'm leaning towards the incense, because sometimes it's strong in places where no cooking has occurred, like the gas station or a hotel lobby.

Well, you know smells carry and travel with you. I remember once there was a bunch of us in an elevator, and this guy got in who reeked of garlic.
I don't know if he had just finished eating a meal with garlic or what, but he had the whole elevator fuming! When he got out, people were talking about the smell.

There's a distinct smell in Indians' homes and businesses, and, frankly, sometimes just in their presence.
Is it incense? Oil? Spice of some kind?

It's not oil.
And there are different types of fragrances, most often Patchouli.
Sorry, that I replied. I'll try to avoid that in future.
